The University of Craiova was founded in accordance with the Decision of the Council of Ministers 894 of 27 August 1965 (published in the Official Bulletin of the Socialist Republic of Romania, issue no. 2 of 10 September 1965). Its establishment was justified by the need for the economic and cultural development of the Oltenia region, as well as the demand for higher education in the area. The University was founded by the decree law no. 660 issued on 30 December 1944, which stipulates that a university must be created in western Romania. Its first faculties either were dissolved or became independent institutions. These independent higher education institutions became a sole university at the end of September 1962. The NGA broadband expansion project in the city of Halle (Saale) held significant importance for the community, particularly given the presence of numerous universities and a substantial population of approximately 143,000 residents, including around 20,000 students. The area necessitated an upgrade in internet infrastructure to align with technological advancements and meet EU targets. Funding for the project was secured through the European Regional Development Fund (ERDF). The implemented network has the capability to deliver speeds of up to 10 Gbps. As a result of this initiative, 1,900 households, 8 commercial areas, 724 businesses, and 59 schools have been successfully connected. This comprehensive expansion addresses the immediate needs of residents and contributes significantly to the city's technological preparedness and economic vitality. This video is part of the European Broadband Competence Offices Network’s programme promoting awareness of good practices in broadband projects as well as EU broadband funding and policy. He graduated from the Babeș Bolyai University in Cluj-Napoca and started teaching physics in 1983. From 2000 to 2014, he was the mayor of Sibiu. In December 2014, he was first elected president of Romania and he is currently serving his second five-year mandate.

The Rheintal Internet Exchange is a neutral Internet Exchange Point in the Rhine Valley and Lake Constance region with locations in Austria, Liechtenstein, Germany and Switzerland, operated by the non-profit Rheintal IX Association. The project’s goal is to provide a neutral regional platform for the exchange of internet network traffic within the lake Constance and rhine-valley region. This public hub aims to serve areas in four neighbouring countries and offers the advantage of saving cost-intensive data distances by finding shorter and faster routes, instead of using larger Internet nodes, for example in Frankfurt, Zurich or Vienna. Situated just 5 klm northeast of Split, Croatia, this project is a collaboration between A1 Hrvatska and the City of Solin and aims to significantly improve digital connectivity in the region. There are 5,043 addresses in the City of Solin and nearly 40% of them are considered white addresses, lacking high-speed broadband access. The core mission of this project is to bridge the digital divide and establish a well-connected, sustainable, and resilient digital landscape for the City of Solin and its residents. The project, led by A1 Hrvatska, focuses on establishing a Fiber to the Home (FTTH) network. In addition, it involves the deployment of mobile networks such as LTE and 5G, mainly in peripheral and hard-to-reach areas. FTTH is the primary technology used and offers several advantages, including ultra-fast internet speeds, enhanced reliability, and support for future technologies like virtual reality and 8K streaming. The decision to implement FTTH is particularly significant in rural areas, where it ensures consistent high-speed access regardless of the cable length. The Trysil municipality is over 3.000 km2, but has only 6.600 permanent residents spread over the entire area. It faces demographic challenges, with a declining population that threatens its financial stability. Also, as Norway's largest ski tourism municipality, Trysil attracts over 50,000 winter visitors annually, the region boasts more than 7,000 frequently used holiday cottages. The widespread demand for broadband, often delivered through Fixed Wireless Access (FWA) due to geographical constraints, was inadequate. To ensure equal opportunities for everyone and to avoid further depopulation, the Municipality deployed the ‘broadband for everyone’ project. The project has extended 600.000 m of fibre, resulting in gigabit broadband access for 99,7 % of the households and businesses in Trysil. As a result, several businesses have reported that they can now continue to be located in rural areas in Trysil, and the Municipality aims to increase the number of jobs and achieve economic growth. In early 2021, Iceland faced an unprecedented threat to its national Optical Fiber Cable (OFC) backbone ring when a volcanic eruption began in Fagradalsfjall on the Reykjanes Peninsula. The eruption posed an immediate danger to the sole OFC ring, which connected to vital data centres, rural areas, and international submarine cables. Reykjavík Fibre Network (RFN) took swift action, laying a new multi-duct pipe for optic fibres further from the eruption to secure connectivity. RFN's new multi-duct pipe was not only a protective measure but also a forward-looking investment in the nation's fiber backbone. The pipe was already in place when the existing fibre backbone ruptured in June of 2021. It was also guarded from lava as it was laid deeper in the earth than usual and was protected from the heat with steel plates and steel wool. The project serves as a model for addressing imminent threats to critical infrastructure and showcases the importance of effective collaboration. Launched in 2015, SIRO's core mission is to provide full-fibre broadband connectivity to regional and rural Ireland. The aim is to bridge existing digital divides, empower local communities with reliable, resilient, and future-proofed broadband, and bolster Ireland's climate change objectives. SIRO emerged as a joint venture between the publicly-owned Irish electricity operator, ESB, and the global telecom, Vodafone and had the innovative approach of utilising the ESB's existing electricity infrastructure, such as poles and ducting, both above and below ground in order to deploy a full-fibre network across Ireland. This ERDF (European Regional Development Fund) co-funded project aimed to bring the EU outermost region of Réunion island high speed connectivity in areas that were left out of the private sector planning. The technology used is fibre, which was deployed even in areas that were very hard to reach. The project found innovative ways of connecting all households in the programme, as for example using electricity lines or through water tunnels, making sure that no one is left behind. The green and digital transitions are two major developments that are shaping the future of the European Union. In agriculture, digital technologies promise more efficient and sustainable production of food and biomaterials. For rural areas, digital connectivity is perceived as one of the key elements to improve the quality of life, ensure a balanced territorial development and economic prosperity. In this wider context, digitalisation in agriculture and rural areas does not guarantee positive outcomes by itself. It may also create new challenges and vulnerabilities, if not introduced in a thoughtful way. Romania is prone to a range of natural hazards, including earthquakes, floods, droughts, and extreme weather events, which pose a considerable threat to Romania’s poverty alleviation efforts and its sustainable economic growth. In response to these challenges, the Romanian government has made substantial investments in enhancing its emergency and disaster response capabilities, displaying a strong commitment to bolstering disaster risk management (DRM). To further strengthen Romania’s emergency response infrastructure and its institutional capacities, the World Bank, with support from GFDRR, has helped the government put in place a systematic process to reduce the vulnerability of public buildings that are critical for disaster response and recovery. About 35 public buildings have been identified at high risk of partial or complete collapse during a potential earthquake and need of structural retrofitting, functional upgrading, and energy efficiency investments. This two-day workshop from September 13 to 15, 2023 drew from Romania's experience in enhancing its critical emergency management infrastructure and provided a platform for experts, practitioners, and key stakeholders to exchange knowledge and experiences in the DRM. It welcomed delegations from Armenia, Croatia, Georgia, Moldova, Tajikistan, and Uzbekistan, along with representatives from Romania as the host country. Throughout the event, participants engaged in discussions, interactive activities, and field visits.

The CEF2 Digital programme supports both public and private investments in digital connectivity infrastructures. Among other things, it grants funds for the rapid deployment and take up of 5G for smart communities and innovative applications. Under Call 1, the European Commission selected 38 projects, 7 of which aim to deploy 5G for smart communities. The CONNECTOW project in Wavre is one of them. For this project, Citymesh, in close cooperation with the Belgian city of Wavre, proposes to build a state-of-the-art and city-wide 5G private network complying with current security standards and attaining the highest level of performance. In order to support such projects, the European Commission created the 5GSC Support Platform. It aims to assist stakeholders participating in the ‘5G for Smart Communities’ action and establish a robust networking and knowledge-exchange community, enabling stakeholders to remain up-to-date with the latest information, events and support related to 5G for Smart Communities projects. Preserving and restoring cultural heritage, while supporting craftspeople, is the twofold mission of the ASTRA open-air museum, in Sibiu, Romania. In the museum, visitors can come closer to the local rural traditions, thanks to the reproduction of traditional houses and crafts. Through a combination of local funds and support from the EU cohesion policy and from the European Economic area, the museum also brought to life numerous initiatives. These include the restoration of historical buildings, the introduction of innovative methods to promote cultural heritage and the support to craftspeople. The Support Platform's mission is to establish a robust networking and knowledge-exchange community, enabling stakeholders to remain up-to-date with the latest information, events and support related to 5G for Smart Communities projects. As part of this effort, the platform offers guidance and best practices for project applications, empowering stakeholders to make informed decisions and successfully navigate the complex process. This video is part of the European Broadband Competence Offices Network’s programme promoting awareness of good practices in broadband projects as well as EU broadband funding and policy. About the initiative Since the start of the full-scale Russian invasion, it has become increasingly difficult for the Ukrainian people to stay connected. The war has had a devastating impact on Ukrainian infrastructure, and millions of people have been displaced, forcing their work, education and social lives online. It is estimated that 200,000 schoolchildren in the most affected regions are now learning remotely. A severe shortage of electronic devices like laptops, tablets and phones threatens to unplug the Ukrainian people from the internet. At the same time, the greatest ever relocation of museum collections took place, counting over 300.000 evacuated objects, to protect Ukraine’s art from the war Digital devices can help to keep track of evacuated Ukrainian cultural heritage, to preserve them, or to restore them if needed.
