At an airbase in Denmark, the Danish Air Force has been training the next generation of Ukrainian fighter pilots to fly the F-16 Fighting Falcon. A coalition of NATO Allies, including Belgium, Denmark, the Netherlands and Norway, has agreed to donate their F-16s to the Ukrainian Air Force. As part of the deal, Danish instructors at Skrydstrup Air Base are training Ukrainian pilots, technicians and ground crew how to fly and maintain the F-16. The first jets will enter service later this year. The Ukrainian pilots are full of praise for the F-16, noting its responsive controls and agile flight features. The F-16 is an advanced multirole fighter, which will replace Ukraine’s aging fleet of MiG-29 Fulcrums and Su-27 Flankers. The Secretary General underlined the bravery of the Ukrainian forces and people and President Zelenskyy’s leadership. He welcomed Allied support to Ukraine highlighting recent announcements and said more would be coming soon. The two leaders addressed preparations for the NATO Summit in July. Women play vital roles during and after wars, despite facing significant societal and gender-based barriers. Russia’s war of aggression against Ukraine is a case in point. Tens of thousands of Ukrainian women joined the armed forces, including on the front lines. Women-led civic organisations in Ukraine play a crucial role in providing essential services, and yet women are not equally involved in planning and formal decision-making level, despite progress made towards gender-based equality. Moreover, women and girls experience heightened risks of sexism, violence, scarcity of food and access to finance. According to the Updated Assessment of Needs in Ukraine, “some 14.6 million people are expected to need humanitarian assistance in 2024, 56% of whom are women and girls.” The event will assess the role and needs of women, take stock of lessons learned in Ukraine, and propose solutions for greater empowerment of women and girls.

MEPs discuss with the European Council and Commission how to address the urgent concerns surrounding Ukrainian children being forcibly deported to Russia. Since Russia’s war of aggression against Ukraine began in February 2022, international organisations have documented a wide range of serious human rights violations affecting children. Reports of children forcibly deported or displaced by Russian authorities, combined in many cases with them being subjected to re-education programmes and forced adoption, have raised concern. According to the Children of War initiative of the Ukrainian National Information Bureau (NIB), more than 19 500 children have been deported or forcibly displaced, and only 388 have been returned.

This week has been marked by the monthly Board meetings of the European Investment Bank and the Fund and the very productive exchange with an Ukrainian ministerial delegation led by Prime Minister Shmyhal. The EIB is the main investment partner to the Ukraine and we are committed to supporting the economy and the reconstruction of the country. We signed a memorandum of understanding with the main hydropower company and agreed to speed up investments on the ground. The EIB Board approved more than 5 billion euros of new financing for health innovation, education and energy from Greece to Finland. The EIF Board approved new equity investments to support Europe’s start-ups and most promising SMEs to scale up. At the European Innovation Council summit, we outlined how our partnership with the European Commission is helping to turn ideas into successful businesses. Innovation, digitalisation, and our cooperation in the areas of skills and migration were at the centre of productive discussions with Commission Vice-president Schinas and Commissioner Ivanova. I met with executive directors from the World Bank and Governor Monticelli of the Council of Europe Development Bank. We announced EIB Group 2023 results for Portugal; investments for green energy and transport in the Western Balkans; social and climate friendly housing in Germany, Austria and Sweden; and an interconnector between Ecuador and Peru. They called for a ceasefire in Gaza and expressed continued support for Ukraine's fight for freedom. Yet in recent general elections, this gender gap in voting behaviour has reversed, with women now leaning to the left of men in their vote choice. As the gender gap has shifted, parties have increasingly recognised the importance of women voters and have competed for their votes. The lead up to the 2024 General Election is no exception and has seen women voters at the fore of the election campaign, with the ‘Stevenage Woman’ – a fictional key voter – at the centre of Labour Party strategy. In this presentation, Anna Sanders explores the key issues in the run-up to the 2024 UK General Election, and their implications for gender differences in voting behaviour. About the Speaker: Anna Sanders is an Assistant Professor in British Politics at the University of York. Her research brings together the areas of gender, policies and voting behaviour, with a core interest in how policy offers shape gender gaps in vote choice. She has published on these themes in the Journal of European Public Policy, the Journal of Elections, Public Opinion and Parties, and the British Journal of Politics and International Relations. A joint OII and RUSI event, The Ethics of Artificial Intelligence in National Defence with Prof Mariarosaria Taddeo. Defence establishments worldwide now recognise artificial intelligence (AI) as a pivotal asset to secure a strategic advantage. Consequently, the race to harness AI for defence purposes is accelerating globally, with its integration spanning from logistical frameworks to combat operations. This widespread adoption of AI into defence prompts both operational and conceptual changes, which in many cases are coupled with severe ethical risks. Consider, for example, the responsibility gap for the actions of AI systems or their limited predictability and transparency and the implications these aspects have for human control. Identifying and addressing these risks is crucial to ensure that an AI-enabled defence does not trample human rights or erode the fundamental values of democratic societies. In this lecture, I will outline a unified framework to identify, analyse, and address systematically the ethical risks arising from the many current—and possible—uses of AI in defence, as well as inform their governance. Professor Taddeo is Professor of Digital Ethics and Defence Technologies. She is also the Programme Director of the DPhil in Information, Communication and the Social Sciences at the Oxford Internet Institute and Dslt (Defence science and technology lab) Ethics Fellow at the Alan Turing Institute. Her recent work focuses on the ethics and governance of digital technologies, and ranges from designing governance measures to leverage artificial intelligence (AI) to addressing the ethical challenges of using defence technology in defence, ethics of cybersecurity, and governance of cyber conflicts. She has published more than 150 articles in this area, focusing on topics like trustworthy digital technologies, governance of digital innovation, ethical governance of AI for national defence, ethics of cybersecurity (the complete list of her publications is available here). Her work has been published in major journals like Nature, Nature Machine Intelligence, Science, and Science Robotics. Professor Taddeo has led, leads, and co-leads several projects in the area of Digital Ethics successfully. Most notably, she is the PI of a current project on the ‘Ethical Principles for the Use of AI for National Security and Defence’ funded by Dstl (the UK Defence Science and Technology Laboratory). She was Co-I in an EPSRC project, which funded the PETRAS IoT Research Hub. She was PI on a project funded by the NATO Cooperative Cyber Defence Centre of Excellence (CDD COE) to define ethical guidance for the regulation of cyber conflicts. Since 2017 she has been Co-PI on research projects developed at the Oxford Internet Institute such as ‘Digital Well-Being’; ‘The Ethics of Recommender Systems’; ‘Posthumous Medical Data Donation’. Since 2022, she serves on the Ethics Advisroy Panel of the UK Ministry of Defence. She was one of lead experts on the CEPS Task Force on ‘Artificial Intelligence and Cybersecurity’, CEPS is a major European think-tank informing EU policies on cybersecurity. Between 2018 and 2020 represented the UK of the NATO Human Factors and Medicine Exploratory Team (NATO HFM ETS) ‘Operational Ethics: Preparation and Interventions for the Future Security Environment’. Since 2016, she serves as editor-in-chief of Minds & Machines (SpringerNature). Between 2016 and 2018, she was the Oxford Fellow at the Future Council for Cybersecurity of the World Economic Forum, helping to identify the ethical and policy cybersecurity problems that could impair the development of future societies. She has received multiple awards for her work on Digital Ethics, among which the 2010 Simon Award for Outstanding Research in Computing and Philosophy; the 2016 World Technology Award for Ethics. In 2018, InspiringFifty named her among the most inspiring 50 Italian women working in technology. In the same year, ORBIT listed her among the top 100 women working on the Ethics of AI globally, both in 2018 and 2020. She has been named one of the twelve 2020 Outstanding Rising Talents by the Womens' Forum for Economy and Society. In 2020 and 2023, CoputerWeekly listed her among the top 100 most influential women in technology in the UK.

EBRD President, Odile Renaud-Basso, will outline the EBRD’s vision for helping Ukraine achieve its European destiny during a public lecture at the London School of Economics on Monday, 18 March, from 6.30pm to 8.00pm. This event, hosted by Bocconi University and the LSE European Institute, is open to the public with prior registration and will also be available online. The discussion will be chaired by Angelo Martelli, Assistant Professor in European and International Political Economy at the LSE European Institute. It will feature Catherine de Vries, Dean for International Affairs and Professor of Political Science at Bocconi University, in a conversation with the EBRD President. The EBRD has increased its investments in Ukraine in response to the war, deploying €4 billion in the country in the first two years of war. Thanks to a €4 billion capital increase, approved last year by the Bank's Board of Governors, the EBRD can continue to invest at this level in wartime and has the potential to do more during the post-war reconstruction period.

The Japan Chair at the CSDS co-hosted a public lecture starring Admiral Tomohisha Takei as key speaker. This event was co-organised by the Embassy of Japan in Belgium. Based on Admiral Takei’s lengthy experience at the Japanese Maritime Self-Defence Force (JMSDF), he provided an insightful analysis on the implications of the war in Ukraine for the security architecture in East Asia. This event took place on 1 December 2023, from 12.00 to 14.30, at the Japan Information and Cultural Center (JICC) on Rue Van Maerlant 1, 1040. Short biography of the key speaker: ‘Admiral Takei serves as a special advisor to the CEO of the SAMPA K.K. in Yokohama. He retired from active duty in 2016 after having served as the 32nd Chief of Staff of the JMSDF. He joined JMSDF after graduating from the National Defence Academy and holds a master degree from the University of Tsukuba’.

Initialement prévue en novembre puis reportée au 27 février, cette annonce a été ajournée au début du mois de mars, preuve s’il en est qu’élaborer une stratégie industrielle de défense européenne est tout sauf aisé. Cette nouvelle stratégie a pour ambition de renforcer la capacité de production européenne, notamment dans le cadre de l’aide apportée à l’Ukraine depuis 2 ans et le début de l'invasion russe mais aussi face au retour de la guerre en Europe, après 30 ans de dividendes de la paix. Les défis sont nombreux et posent de multiples questions. Comment renforcer la collaboration entre les entreprises européennes de la défense afin de mutualiser les chaines de production mais aussi d’augmenter les cadences ? En cas de victoire de Donald Trump à l’automne aux Etats-Unis, quel serait l'impact d'un désengagement américain en Europe et en Ukraine ? L'Europe a-t-elle les capacités de se défendre seule face à la Russie ? Peut-on et doit-on abonder un fonds européen de défense ? Two years have passed since Russia’s full-fledged invasion of Ukraine. Since then, the people of Ukraine and the Ukrainian armed forces demonstrated their courage, strength and determination to push back the Russian invading forces, bravely defending their freedom and their country. In these two years, Ukraine has inflicted heavy losses on Russia, recapturing 50 per cent of the territory that they originally seized, and pushing back their invading forces on all fronts. Despite all these losses though, Russia is showing no signs of seeking peace, putting their economy on a war footing, and ramping up weapons production. NATO Allies have provided unprecedented support to Ukraine, helping to uphold its right of self-defence enshrined in the UN Charter; and as Russia prepares for a long war, Allies’ continued commitment is essential to preserving Ukraine’s freedom, and it is key to Ukraine’s security and our own security. NATO stands with all Ukrainians bravely pushing back the Russian invaders. Two years have passed since Russia’s full-fledged invasion of Ukraine. Since then, the people of Ukraine and the Ukrainian armed forces demonstrated their courage, strength and determination to push back the Russian invading forces, bravely defending their freedom and their country. In these two years, Ukraine has inflicted heavy losses on Russia, recapturing 50 per cent of the territory that they originally seized, and pushing back their invading forces on all fronts. Despite all these losses though, Russia is showing no signs of seeking peace, putting their economy on a war footing, and ramping up weapons production. NATO Allies have provided unprecedented support to Ukraine, helping to uphold its right of self-defence enshrined in the UN Charter; and as Russia prepares for a long war, Allies’ continued commitment is essential to preserving Ukraine’s freedom, and it is key to Ukraine’s security and our own security. NATO stands with all Ukrainians bravely pushing back the Russian invaders. Between 2007 and 2014, Jarlath was a ministerial policy advisor and special advisor in the Northern Ireland Executive, after which he ended any associations with party politics. Prior to that, he had spent 15 years in media, latterly as a daily political correspondent. Senator Emer Currie is the Fine Gael Seanad Spokesperson for Special Education and Inclusion & Northern Ireland. She serves on the Implementation of the Good Friday Agreement Committee and is the Chair of Sovereign Matters on the British Irish Parliamentary Assembly. David Graham is a former DUP Special Adviser and Belfast City Councillor. He also worked as Director of Communications and Media Relations at Glasgow Rangers FC. David now runs his own property and hospitality businesses with his wife.

In Scotland, sheep scab has been a notifiable disease since 2010, but higher notifications have been recorded in the last 12 months following a government-funded project to detect sheep scab in Lewis and Harris. In this video, we hear from Kirriemuir-based vet Ed Hill who discusses the diagnosis, treatment, and control of sheep scab. Ed also gives an insight into the collaborative efforts of Perthshire and Angus farmers to control sheep scab in their local areas following outbreaks in 2023 that led to the cancellation of some local agricultural shows. Currently, funding of £250 is available for blood testing groups of 12 sheep through the Preparing for Sustainable (PSF) scheme. After nearly two years after Russia launched its full-scale invasion of Ukaine, Parliament members are set to reaffirm the need for the EU to stand united behind Kyiv, in a debate with Council and the Commission representatives. Parliament members are expected to assess the latest developments in the war and how the EU can continue to support Kyiv’s forces in fighting back against the Russian intruders. They will also discuss the EU’s latest efforts to provide more financial support to Ukraine, particularly with additional US aid currently being held up by congress. MEPs will vote on a resolution during the next plenary session in Strasbourg. Russia launched its full-scale invasion of Ukraine on 24 February 2022. Since then, the EU has provided unprecedented political, military, humanitarian and financial support to Kyiv, as well as imposed crippling sanctions against Moscow.
